Job Description
This position supports agency transformation programs that have broad impact to internal and external client relationships, providing organization change management (OCM) expertise. This position will help lead the agency in transforming our legacy mainframe environment to AWS cloud services with clear communications and organizational management. The role is responsible for oral and written communications to all levels of the agency, presenting plans to executive leadership while leading the change at all levels of the organization.

Organizational Change Management Support (75%)
Define and manage the framework for organization change and leads change management activities.
Establish a change management process and define tools to create a strategy to support adoption of the
changes required by a project or initiative.
Support the design, development, delivery and management of OCM communications.
Serve as the Information Technology spokesperson to internal and external clients as needed.
Create and maintain agency wide artifacts related to all aspects of OCM.
Create and support IT-related system outage communications.
Serve as primary OCM program manager for all transformation programs, planning, documenting, and managing
the change and impact to the agency. Conduct impact analyses to assess change readiness and identify key
Develop and edit material related to OCM working with creative staff.
Provide input, document requirements and support the design and delivery of training programs related to change
management processes and specific projects or initiatives.
Identify, analyze and prepare risk mitigation tactics for change programs.
Consult and coach project teams regarding general change management principles as well as during specific
Create actionable deliverables for communications plans, sponsor roadmaps, coaching plans, training plans, and
resistance management plans.
Collaborate with program management to integrate change management activities into project plans.
Manage stakeholders, including creating a change sponsor network to ensure success of program.
Define and measure success metrics and monitor change progress.

Relationship Management (20%)

Proactively interact and communicate with senior staff to ensure consistency, accuracy and continuity.
Build trust with employees at all levels of the organization.

Thorough understanding of change management principles, methodologies and tools.
Knowledge of various project methodologies and how each is reported
PMP or SPC certification preferred
Excellent written and verbal communication skills.
Ability to integrate Public Relations programs to support marketing goals and programs.
Experience with mainframe transformations.
Possess interpersonal skills to communicate at all levels of an organization, internally and externally.
Demonstrated experience in collaborating and leveraging resources.
Demonstrated advanced ability to plan, organize, and work on multiple tasks simultaneously.
Proven ability to look beyond the obvious to solve problems and analyze issues.
Demonstrated organizational skills and attention to detail.
Must be self-directed and possess a strong ability to work independently.
Effective time management, prioritization and prioritizing ability.
Evidence of the ability to practice a high level of confidentiality.
Preferred Qualifications: ITIL experience

Education and Experience Qualifications
Minimum Qualifications: Bachelors degree in business related field and five (5) years of work experience with Organizational Change Management or any equivalent combination of experience and training/certification.

**Remote but in the distant future, the position would require the ability to travel to Harrisburg, PA (HQ) facility approximately two weeks per month.
